It means that the server is full, too many people online that is over their capacity.

I have it too. it says "Application Error" then below that

"Over Quota

This application is temporarily over its serving quota. Please try again later."

I can't log on, does anybody else have it too?

I suggest logging on during the night and try to keep it active and you'll never be logged out.

Yea I am just getting started with this game (which by the way is a lot of fun) and I just paid to get some points and now I can't even play. I paid to play this game because I am out of town for a while and wanted to play during downtime. I hope its up again soon!

It seems there has been a problem with the automated quota payment system that we use with Google's server that host the game, so they thought we had exceeded our processing limit (which we had not). We have fixed it and are investigating what went wrong.
